This YouTube video is pretty funny... a better title of it would have been "The Singing Talents of Beaker". It is only hilarious of course if you remember the nature of the character Beaker from the old Muppets Show.

Yes, I believe it is. During one point in the video, the fans in the crowd are holding signs about being "rick-rolled". For more info on this phenomenon, see this webpage, and also read at the Rick Astley page at Wikipedia
